Since the 21 st century, a series of major crises at home and abroad as well as the frequent occurrence of various types of natural disasters and accidents has brought huge losses and severe tests to the enterprise production, but also makes the related researches on the emergency management system received extensive attention of scholars. Thermal power plant as the source and core aspect of the power industry, its security management must become the research center of the safety management of electric power industry. For now, the research results of the emergency management system are relatively less, and the study for thermal power plant in this aspect is much rarer. Therefore, the study of emergency management system for thermal power plant has a very major practical significance..net is created by Microsoft as a programmable architecture that can be used as a platform to support the next generation Internet. It is a fully object-oriented development platform, which can rapidly build the enterprise Web application and high-performance desktop computer program. In this paper, we have carried on the concrete design and implementation of emergency management system for thermal power plant based on the technical features of.net framework and combined with the UML(Unified Modeling Language).First, we discuss the background and significance of this subject, and point out the main problems through dynamic analysis of the research status and development at home and abroad. Second, we briefly introduce the key technologies and relative theoretical knowledge which is needed in the system design and implementation process, and also pave a way for the later chapters. Third, we make a detailed need analysis for the system from the aspect of functional requirements and non-functional requirements, and on this basis to determine the system’s functional structure and development strategies. For system modeling, we choose Rational Rose as the tool to set up the model based on UML. The process of system modeling is divided into four steps: requirements modeling, Static structural modeling, Dynamic behavior modeling and Architecture modeling. The last section is system implementation, testing and applying. As to the development architecture of this system, we select the three-tier approach which is common used in Web system development. At the same time, we take ASP.NET as the front system implementation language, C# as the backend implementation language, JQuery as the script and SQL Server 2000 database as the background to carry on the concrete code realization. The use of Ajax technology improves the system performance and user experience. Through tests, this system fully meets the functional requirements and non-functional requirements, and successfully passed the acceptance procedure.In this paper, the innovation lies in two aspects. First, during the design process, we combine UML modeling with the development, which not only makes system development standardization and simplification, but also can deepen the understanding of the system developers. At the same time, the later development and maintenance will become easier. In short, this has a profound practical significance and broad application prospect. Second, compared with the existing systems, the successful application of this system changes the current situation that the emergency management has remained at the national macro level for a long time and extends the emergency management research to the micro level. Furthermore, we make targeted extensions for the single modules, such as adopting flexible plan compiling principle to enhance the maneuverability of contingency plans. In addition, we integrate each module together effectively to realize the whole process of the emergency management.
