Design And Implementation Of Evaluation System In Science And Technology Awards

Science and technology reward is the recognition and affirmation of the achievements in scientific research, it has become one of the most important basic policy of our country. Despite the relatively good results have been achieved, But along with our country the development of society and the change of the external conditions such as the progress of science and technology, making our country’s science and technology reward system gradually appear some discomfort with backward, therefore, improve the comprehensive evaluation of science and technology reward accuracy be imperative.Evaluation method of scientific and technological achievements in the study of scientific and technological achievements, evaluation of software design and development, has the important meaning for improving the reward of science and technology in china.This paper first defines the connotation of science and technology award evaluation related concepts, defined the special award for science and technology assessment, system, and the science and technology award evaluation method and software design were reviewed and a brief review. Secondly, on the basis of system development technology, considering the user functional requirements analysis, system can be divided into the database management system and model base management system, the system clustering experts empowerment method, entropy value method, weighting and improved TOPSIS model is introduced into the model in the library. Finally, on the basis of science and technology award evaluation model, using C/S architecture and C#language design the science and technology award evaluation system software. The research results indicate that:(1) The enactment right value, with clustering analysis method to determine the expert weight, entropy value method to determine index weight, relative to other enactment right value method is more simple and practical;(2) About the evaluation model, improved TOPSIS method is more superior to the appraisal model of factor analysis method;(3) Evaluation of software design and development, using the simple and practical written in c#programming language and Access database software, the evaluation system of scientific and technological achievements reward can be efficiently implemented to determine the weights of evaluation experts of scientific and technological achievements, the determination of index weight and evaluation index of data processing and comprehensive evaluation of scientific and technological achievements, make originally complex, cumbersome evaluation work to be done quickly and accurately through the system software.
