Currently, mobile communication systems consume a lot of energy not only caused greenhouse gas emissions, pollution of the environment, but also for the operators, brings high operating costs. Especially with the rising demand for user rate, a large number of long-term evolution of the system(LTE, Long Term Evolution) have been deployed. However, LTE system uses a high-bandwidth, the single carrier frequency has a greater power consumption, so the entire LTE network will result in huge energy costs. On the other hand, the present study showed that most of the energy consumption of a mobile communication system exist in the access network, i.e. the base station(e Node B, evolved Node B). Thus, in order to achieve a green economy broadband mobile communications, energy saving technology research on LTE downlink system will become a very important issue. In response to market demand in China, the paper base on the actual energy consumption model, expand research on long-term evolution of energy-saving technologies(TD-LTE, Time Division Duplex-LTE) downlink time division duplex system. Meanwhile, TD-LTE downlink energy expenses include transmission power and static power in two parts. Thus this paper mainly study and evaluate savings static power and savings transmission power.First, in Section 2, based on standards-based LTE which Third Generation Partnership Project(3GPP, Third Generation Partnership Project) proposed, we build TD-LTE downlink system-level simulation platform. Second, in Section 3, based on the relevant TD-LTE downlink power allocation scheme, we propose a new type of standards-compliant transmission power control algorithm to achieve power savings. The power control algorithm according to the user rate requirements, the user is assigned to the appropriate resource block(RB, Resource Block) and the modulation and coding scheme(MCS, Modulation and Coding Scheme) to achieve energy conservation. Finally, in Section 4, considering the mobile communication network typical "tidal effect", this paper presents the symbol off by reducing static power consumption of energy-saving programs. That is, when the network load is low, the "no data transmission" OFDM symbol period closed amplifier, thereby reducing power consumption. Furthermore, this paper verify the validity and gain of the newenergy-saving standards-compliant power control algorithms and symbolic shutdown program on TD-LTE downlink system-level simulation platform, and shows the simulation results of guiding significance for the existing network.
