With the rapid development of national economy in China, the requirement of communication services became larger and larger, thus the number of radio stations has greatly increased. In recent years, it increased at the speed of 25% every year, according to statistics by Ministry of Information Industry, the number of radio stations has reached 4.5 billion. But with the increase of station’s number, it has brought forward a new problem: how to manage it effectively? The department of radio management had built stations database and imported advanced equipments to approve the launch devices, but the steps of supervision were limited with low efficiency, and which can’t meet the requirement of the development in radio services. It mainly manifested in: firstly, the steps of supervision can’t adapt to the need of high speed in radio services, and part of the stations changed their frequency, power, bandwidth usage and so on without authorization, which resulted in interference of the same frequency, intermediations, stray, etc. So it seriously affected the order of radio in air, and increased the difficulty of the management, caused the huge waste and loss of radio spectrum resource in our country. Secondly, the traditional identifier of radio station management is the serial number of station application, namely several equipments in one radio license. For instance, some departments have the radio license of primary and standby transmitter, and they established only one radio station. The phenomena of many equipments with one license also existed in radio station, just as thousands of stations with one license in PHS, which makes the difficulties of obtaining evidence on site. Thirdly, it need paper based license of radio stations in annual inspection, which was too complex to affect the working efficiency of staff in radio management.For realizing the effective management of radio stations, we put forward a method based on the technology of RFID, and researched it in detail.Firstly, in this paper, we introduced development history and typical application in RFID, we also introduced making and packaging of electronic tag, characteristics of RFID technology, general industry standard. In addition, we discussed the different division of frequency band in RFID between international and our country.Secondly, the paper designed the management system of managing station data on the detail research. The system composed of the electronic tag, hand-held RFID reading equipment, server of authentication and comparison, RFID writing workstation, database server and the private network of CDMA 1X or GPRS VPN. Functions of the system are presented as followed: 1. It can obtain evidence on site to check with the legality of the stations. Every RFID tag has its own unique name, so the system can find out the stations with one license quickly. There is enough room for saving all information of legal stations in RFID tag, so the staff may recognize the legal and illegal station for supervision in time.2. It can improve the efficiency of annual inspection. The RFID tag is flexible enough to paste in legal device, which realize integration of license and device, so it has more great advantage than paper based license. As a result, it improved the efficiency of radio station management.3. With the establishment of RFID stations data network, especially with the real time connection of distance network, it can realize remote monitoring and management of every radio station.Based on theoretical analysis of electromagnetic compatibility and the present situation of the radio management, one innovation point in this paper is that we put forward a system of radio stations management with the RFID technology. Another innovation point is that we determined the bandwidth usage, transmit power and working mode of RFID by theoretical analysis. The system has many practical expanding functions, and it can connect with the original database for information sharing in real-time, it also can solve the requirement of radio management in basic level and develop for actual requirement. So the system is a creating technology method for the radio station management. And with this design scheme, the managers can effectively solve many problems of radio management in our country and improve the management method. So the system provides a solid foundation for the management of radio spectrum resource in future.
