Water information is a special method expression of Water modernization. Which represent a important foundation and prerequisite of water modernization, is the only way and the inevitable trend of development of water conservancy. The long-term water conservation Practice has proved that, totally dependent on engineering measures can not effectively solve today’s complex water problems. Extensive application of modern information technology, thorough development of water resources information, broaden the depth and breadth of Water Conservancy information, while using engineering and non-engineering measures, is the inevitable choice to achieve water conservancy modernization.Currently, across the country, Gansu Province Water Information level is still relatively backward, like the other provinces existence of the same question: the province doesn’t have unified information technology planning, the hydro subsystem which has been built not associated with the use of the other, causing repeated construction applications、static and dynamic data distributed storage, data "island" phenomenon is relatively common. Moreover, the application systems which has been built has a low level, technology isn’t advanced, can’t be undone and promotion. In order to solve the above problems, and improve the province’s water conservancy data sharing, and the business collaboration level, which urgent need to complete construction of the water conservancy business collaboration and water information sharing interoperability platform conservancy; as the Provincial Water Conservancy information sharing interoperability platform’s core content and water infrastructure information inquiry and subsystem service construction, which is the foundation and signs whether the entire provincial platform to build success, has a very important implication for the province’s water conservancy information construction. This article mainly from the background of system construction, significance, technical system needs grooming, design, implementation, testing and many other aspects to illustrate a detailed demonstration and explanation of Gansu province water resource for the process of building basic information inquiries and service subsystem. The results of this subject, not only make a significant contribution for the early realization of Gansu province water resource information, but also provide reference and experience in studying the case of water information queries and services for other neighboring provinces.Through investigation and analysis the status of water information in Gansu, referencing vast literature,and contrasting construction experience in other areas of information sharing exchange platform.Combined with the actual situation in our province, compliance with the relevant policies and regulations, using geographic information, rich client and smart caching technology, designed the Structural of the system of basis information inquiry and service.According to user’s demand for the system function modules,conducted a detailed analysis and a scientific division, Achieving the basic information retrieval,hydrology management, Water resource management, inquire and statistics, and other major functions.After six months of trial operation, the system running well, tested Indicators such as: functionality, performance, security, and other requirements are met. The System provides good support built for all levels of leaders in water system of our province to make decisions, improving business efficiency, which is a great way to combat the waste of duplication construction, leading our province to take a key step in water conservancy modernization.
