Now Internet, distribute network, mobile communication Technology and E-Enterprise, is developing rapidly. In generally, these systems base on B/S or C/S architecture. Both architectures have their merit as well as fault. C/S architecture can provide richer user experience, high developer productivity, and take full advantage of local resource efficiently. However B/S has the ability of broad reaching, easy change management and easy to deploy. C/S's advantage is B/S's disadvantage; also B/S's advantage is C/S's disadvantage. Smart Client will resolve the problem, and provide the ability of offline supporting.Base on analyzing the present research domestic and overseas status, this paper research key offline-technology of Smart Client and put forward a solution for resolving the offline problem. The following is the content of this paper:(1) Put forward offline data cache model of Smart Client.(2) Base on the data cache model, research the data cache policy of Smart Client, include: data merging policy, data replication policy, collision detection policy and collision disposal policy.(3) Research the architecture of Smart Client, put forward a architecture apply to Smart Client deploying and upgrading, and put forward a design proposal.(4) At last, base on .Net Framework 2.0, the design and implementation of HBEMIS (Huaibei Environment Management System) which supports offline application is presented. The implementation takes full advantage of the offline theoretic of this paper. The validity of design method and the offline theoretic of this paper have been proved. There are very useful to the researching of offline-technology of Smart Client.
