In recent years, the informationization level has become an important symbol to measure the comprehensive national power and international competitiveness, while improving informationization level depends on an information-oriented government. Since the 1990 s, China’s informationization has gone through three stages of development, namely the "office automation", "government online" and infrastructure comprehensively promote and present "application-driven".Over the years with the support of government policy andfunding, China’s e-government has made considerable progress, the government at all levels and each departmentbasically have their own portals, government offices basic realization of the paperless office. But the government business and government services of China’s e-govemment are still many deficiencies.With the diversification and complication of government business,the strong coupling of traditional government system has restricted the rapid expansion of government business, andit’s incapable of action in the face of new business requirements and cannot be extended.Has now very mature workflow engine technology, is the automation of the business process in part or whole under the computer application enviroment, and effective management of business processes.Therefore, in order to solve the above problems so that government business scalability, the paper will use the workflow engine technology to design and implement a customized e-government system.The business processes with the government system is decoupled by the workflow engine, which makes the business process relatively independent.Business processes combined with custom business forms, and related business property configuration,so as to realize the customizable business.This paper firstly will introduce the BPMN2.0, which is currently the most common business process description language. And will analyze the advantages and disadvantages about the two most commonly used open source workflow engine, j PBM and Activiti. Also this paper will point out why we choose Fix Flow instead of the two kinds of workflow engine.Then the paper will detail the overall architecture of Fix Flow, and analyze and describe its processes operating principles and process tasks are performed.Then this paper will analyses the demand of this customized e-government system, and describe the function of the system need to achieve, and be presented the design principles system design to follow. Then we will design the overall architecture of the system based on requirements analysis, and combine with hierarchical thinking the system is divided into the business generating layer, operation management layer, interactive UI layer and the data storage layer.The paper focuses on the design and implementation of business generation layer and operation management layer. Business generation layer will implement custom design flow with the Web process designer of Fix Flow, and support for uploading process definition files which comply with the BPMN2.0 specification to a secondary design.By parsing Info Path forms to implement custom business forms generation, and support online design business forms.Business forms establishing data table, business process binding form and configure the appropriate business attributes in order to achieve a customizable business model. Operation management layer will implement the business process instance state management through the use of services API of Fix Flow. And implement the permission management of system based on RABC model.Last the system will be functional and performance testing. The functional testing will be done by the module, and observe whether the test results in line with expectations.Through the Jmeter test tool we will record concurrent test scriptsto simulate large number of concurrent requests scenarios, and analysis of test results obtained the concurrent limit of the system.
