With the development and improvement of mobile network、3G technology and cloud computing, powerful mobile operating systems and network service contributes to the great improvement of smart phones. The smart phones now have improved all kinds of functions such as multimedia, photography, drawing and GPS. And technological progress itself makes the handset prices lower so that smart phones gradually attract more attention of the society.Mobile phone users in China are also tight with the times to the world, however, the majority of Chinese people do not have the ability to fully understand English and other foreign languages. With the development of economic globalization and the network, Chinese people require more and more language ability in tourism, travel, business meetings. Thus, the development of mobile application software that can translate many kinds of languages becomes necessary. With the establishment of Google Translate API, now people can access text translation services by using the API. This paper studied the Google Translate principles and operation mechanism on the Android platform, then realized an Android application that have functions including word translation, website translation, document translation and the translation of the vocabulary book, which basically meet the user’s translation requirements.Then, this paper gives a research and analysis of the rapidly developing speech recognition and speech synthesis technology of cloud computing. Combined with China’s self-developed "iFLYTEK voice cloud", the system builds a speech-to-text and speech synthesis broadcast feature-based instant voice translation function, which has technical difficulty and innovation.Finally, the paper introduces the details of design and implementation of the text translation, document translation, voice translation, and user interface module, which focused on solving the technical difficulties encountered in the development of effective test. At last, this paper offers the test plan of the system to demonstrate the feasibility and availability of the system, and then there is a summary of the whole paper.
