With the development of 4G, the competition among three mobile operators becomes fiercer, which leads to the decrease of the income, as well as the ratio of the input and output in the mobile industry. In order to solve these problems, the mobile industry should segment the custom services market and achieve precision marketing, which make implementation of customer segmentation using data mining to be an important issue. The research and development of this issue has an important guiding significance and practical value in realizing the telecommunications industry of precision marketing, improving work efficiency and reducing the operating costs.Based on the guidance of the concept of customer segmentation, this paper regards Hebei Mobile customer segmentation as the research object, proposes the construction thought of customer label system, and finally improves the capacity of customer segmentation though describing and segments customer demand characteristics by tagging method. Furthure more, combining with operation characteristics of the mobile industry and adopting data mining methods such as association rule analysis, H-index analysis, decision tree, cluster, regression, business experience and so on, we summarize the customer characteristics and preference information, and the customer label system library is created. On this basis, after analyzing the definition of the customer label and forming the standardized label system management process, the customer segmentation management is implemented, and also the capacity of business analysis system customer label responding to market is improved.The front-end of the customer label system takes C# as programming language, the back-end takes BD2 as the data storage, so the data mining technology is applied efficiently. The customer label system plays an important role in target customer segmentation, products marketing forecast and screening the pushed product information, which verifies the feasibility of data mining techniques and algorithms in customer segmentation, and improves the precision marketing management level and operating efficiency of Hebei Mobile.
