With the development of information technology, powerful data processing technique of computer has gradually been recognized, and has infiltrated into all aspects of life. Huge and complex data presents difficulties in management. Therefore, several information management systems were brought into being and played a tremendous role in information management. Collage’s teaching management system deals with complex collage information by using modern computer language appeared on the scene. Online elective system is indispensable to collage’s teaching management system construction.Based on current technologies of online elective system, I adopted to develop this system by B/S Architecture, Windows 2008 Server as Server’s OS, APACHE&TOMCAT as WEB Server, Microsoft SQL Server 2008 as Database Server, JSP&JAVA as programming language, and operate database with JDBC. All of the technologies are detailed in this thesis.With the method of modular design, the online elective system can realize: user login function; course selection function for students; performance management function for teachers; audit and supervison function for managers. The main function of each module is as follows: to verify user information in Landing Module; to query and modify personal information and course information in Students’ Module; to check course selection and upload exam results in Teachers’ Module; to release and audit content online in Managers’ Module. Election algorithm is an important technique of online elective system. To guarantee fair results, high efficiency and safety, it’s necessary to design a set of reasonable election algorithms. This thesis put forward a fairness algorithm--graded by volunteer screening algorithm, and discussed this algorithm from four aspects: content, results, security, and complexity. In this thesis, I analyzed and designed an online elective system, realized the fairness algorithm and the function of each module. Finally, I tested the hardware and software environment of the system and the function of each module.By the research of this topic, many typical problems of public elective system have been solved which not only can improve the quality and efficiency of collage information management, but also can promote the research and application in computer teaching management, thereby improving the quality of elective management, and making teaching management more scientific and standardized.
