Nowadays, the application of information technology has penetrated into all fields of people’s life and production, changing the world, to provide a powerful driving force for the progress of economic and social development. At the same time, corruption as a social problem, has been a worldwide problem people trying to control. To deepen the application of information technology, innovation and construction of anti-corruption, has become one of the important development direction of domestic and foreign construction of anti-corruption.Tianjin Binhai New Area have the basic conditions of informationization. This paper reviews the application of Tianjin Binhai New Area of public power operation risk prevention and control system of information technology from five aspects, and find out the lack of systematic, independent risk control ability is poor, narrow application range and level not higher shortcomings and problems, analyze the reasons for the application, research and improvement of information technology in the construction of anti-corruption in the next step, to lay the foundation. This paper through the early warning index system construction of science to the discipline inspection and supervision system cured to the program, to discipline the seriousness of the case, with light warning form, the letters and visits supervised automatic low warning letters, realize the prediction of the audit bureau of Party members and cadres and the advance guard, make up the shortage of the report the use of the information, improve the prevention and control of risk management system of practical value.This paper first describes the independent risk control management system development background and the current application situation, introduced the related theories of management information system and technical basis, including the development of management information system, the basic framework B/S and C/S, RBAC access control technology and Ajax technology; then completed the system demand analysis, system analysis target needs, data source of demand, and based on the business process design of each part of the system function modules and database table. Then the design of the system architecture design and system roles and complete the system core function process; finally, on the basis of the above, the J2EE architecture of SSH technology has been coded system based on.The last operation and test, proved to meet the design requirements. In this paper, the design and implementation of this set of independent risk control management system, for the construction of similar management information system has certain reference value.
