Fang Cui Dispute refers to the GM debate between Fang Zhouzi and Cui Yongyuan.This paper studies the public discourse expression caused by Fang Cui Dispute on Tian Ya community, which happened between September, 2013 and July,2014. The study applies the method of discourse analysis on the perspective of post-structuralism, studies the postings and replies in three dimension: key discourse, discourse structure, narrative strategy and action to figure out the social emotion and interest appear in the chaos. Also this paper interpreted a series of discourse expression practice on an extensive social and cultural context to explore the possibly existing hidden power resistance. Thus acquainting the public participation state in public disputes and drawing a macro picture of risk communication.This study found that the public usually declare opinions about GM and GM food in a mixed discourse system which contains science discourse, security discourse, right discourse, class discourse and private discourse. Different discourse type follows different logic and apply different narrative strategy. However, the conflicts among diverse discourse logic compress the possible rational discussion space, increasing the difficulty to reach consensus. The reason is lack of common sense space among the public, since people differ greatly in science knowledge reservation, values, attitude to science and authority. Even though, this complex discourse practice consist important method and way of public participation. Besides, the public is not really ignorant and passive, they follow a complete participation logic in the diverse expression practice, furthermore they re-think and propose a series of significant social issues, such as the public behavior, science ethics, media morality and government responsibility and so on. Discussing these topics in public domain helps to cultivate rational public, and to arouse public participation, promoting the reconstruction of healthy communication environment and public opinion ecology as well.
