The Design And Realization Of Jinan Medical Insurance Management Information System For Urban And Rural Residents

At present, China’s basic Medical Insurance System consists of New-type Rural Cooperative Medical Insurance System, Medical Insurance for Urban Residents, and Medical Insurance for Urban Workers. Due to a lack of advanced planning, issues of decentralized management, inefficient use of fund, and weak anti risk capability from Medical Insurance System for Urban and Rural residents are rising. It not only solidifies the urban and rural social structure, but fails in embodying the fairness of social security. And it also causes a widespread concern of the whole society. For the further integration of function of urban and rural basic Medical Insurance management, Shandong provincial government made relevant policies to integrate the Basic Medical Insurance for Urban and Rural residents and the new-type rural cooperative medical care for our whole province in November 2013. Management of function, staffing and Human Resource are transferring from original Department of Health to Human Resources and Social Security Department. According to the requirements of the provincial government, Jinan completed the integration of two systems and established a new urban and rural resident medical insurance system in June 2014. For this, on the basis of the existing urban health care system, the construction of municipal urban and rural resident medical insurance management information system should be built.Jinan medical insurance management information system for urban and rural residents designed in this article aims to realize the integration of urban resident medical and business on New-type Rural Cooperative Medical Care System. It is to realize the unification of policy, business and management of urban and rural resident medical insurance. And it also ensures the originality, reality, completeness and integration of insurance data. The construction of a new medical insurance management information system implements many business functions, such as insurance information management (information of insured personnel, information of insurance agency organization and information of insured unit etc.), the collection of funds management (expense receipts, bank withholding), special business management, medical treatment payments, designated medical institutions management, medical institutions designated settlement, the three catalog management, treatment eligibility certification and query statistics and so on.Jinan Medical Insurance management information system for urban and rural residents adopts the structure of the third core platform and data index specification. This system belongs to local development. This thesis analyzes the background and meanings of Jinan Medical Insurance management information system for urban and rural residents and research on related systems at home and abroad at first. Then it analyzes the requirement for Jinan Medical Insurance management information system. This thesis also makes requirement modeling analysis on the basis of object oriented mode of software engineering development, and makes modeling system in Unified Modeling Language UML. Then based on the key Mature technology of model MVC and platform of J2EE, it designs on the overall and technology structure adopting B/S/S the three-tier structure, which ensures scalability and expansibility of the system. Based on this, it analyzes the design of system safety structure and determines the detailed design, including design on the basic system function modules and database. At last, it makes local extension and implementation for the Medical Insurance management information system mentioned in this article. Moreover, detailed tests are made for the system.
