With the accelerating pace of life, the upturn living standards and the increasing mobility of the population, the maintenance of social security becomes an increasingly formidable task. Meanwhile, our country is developing to become a harmonious and stable socialist society. People’s consciousness to security and self-protection become are increasing rapidly. The field of safety protection is gradually getting attention from researcher from both domestic and foreign scientific field and major manufacturers. Moreover, it is becoming one of the popular fields of recent scientific research. On the other hand, the rapid development of transducer technology-, computer technology provided supporting technology for the emerging of security equipment and also promoted the renewal and development of the video monitoring system.In recent years, the video monitoring system is widely applied in banks, hospitals, hotels, supermarkets, factories and parking lots. With increasing case of application, the demand from users for, a better video monitoring system is expected, the conventional video monitoring system could not avoid having some unsatisfactory features. Focusing on several problems such as the use of ARM or DSP and other single core processor to process videos simultaneously, system controlling and restrictions on network transmission, this paper use the Davinci series chip TMS320 DM6446 as the main control chip which have both high speed C64x+DSP processor and ARM926 EJ-S processor; In addition, in order to remove the restriction on user’s monitoring sites, this system use Lab VIEW Remote Panel technology to actualize monitoring by web browser.The framework video monitoring system includes host computer system and the slave computer system. According to the demanded functions of the video monitoring system, this essay proposed the overall plan of system design and gave details of about the design process and principals of each module. A zoom and multi-angle video monitoring system based on dual core processor which can actualize local and remote control was designed finally. The slave chip used the TI TMS320DM6446 dual core processor (C64x+DSP and ARM926 EJ-S) chip as the main control chip. The slave computer hardware modules was designed and several functions was accomplished such as PTZ control, video decoding, video input, video transmission, video process, data store, internet transmission and power supply; We selected Lab VIEW which has a graphical development environment to establish the host computer system to achieve functions such as rotation of the PTZ, the camera parameters adjustment, video play and the distal Webpage control display; Communication system selected PELCO-D PTZ special communication protocol and RS485 bus to achieve a long distance and strong anti-interference system communication.This system has an easy deployed remote network monitoring, expanding function which has great application prospect. The system reached the default goals by debugging and testing which can achieve manual tracking, the proximal and remote video monitoring with stability and has a good practicability.
