With the rapid development of mobile Internet, mobile data traffic rapid growth, the current GSM network carrying user scale is the largest, but can not effectively carrying mobile data traffic rapid growth, can not guarantee the use of the user perception of wireless data service, GSM network utilization continued to climb high, the quality of the network is being challenged. TD-SCDMA network has begun to take shape, but due to the constraints of the pre terminal, user perception is unsatisfactory, leading to TD network utilization rate is too low; in addition, the smaller WLAN network, confined to hot spots, the lack of unified planning, LTE network is still in the primary stage of the construction scale. Therefore, the need to consider a unified collaborative planning flow management based on the four network, to meet the needs of users of wireless data service.In this paper, based on the research of Inner Mongolia mobile GSM network, data service resources occupy than collaborative planning etc. control,900M/1800M dual band network, and then the simulation is presented based on the Inner Mongolia Mobile WLAN network construction scheme and the scene.In order to reflect the research reliability and validity, the paper also gives Nailun city highlights, Fu Heng garden four network collaborative actual case, and in-depth analysis. Article four network synergetic thought into effect, on the level of technology, through the method of system analysis, a clear need to triage site, construction, optimization of WLAN network;also required specific binding of Inner Mongolia mobile network coverage area environment, formulate the corresponding four net collaboration technology scheme.
