The demands on changing the taxation’s functions, the collection efficiency, the transparency of tax policy, the scientific administrations, taxation law enforcement, more fair taxation environment etc. are increasing rapidly and widely.Under this background, the tax authorities are in great need of improving the administration levels on modernization of the tax systems, to make it more transparency and scientific. For above, Shenyang Local Tax Bureau (SLTB) developed the SLTB Taxation Info System (STIS) to improve the administration levels by combining the existing collection system.This system adopts the framework of J2EE platform technologies. This framework is the mainstream in developing web-based applications. The STIS used the Struts structure which based on the MVC design mode. This can separate the function module, query module, information module, and publishing & releasing module clearly. It also divided the page arrangement code and Java program code, to make program development and web page design more easily and scientifically. The system also adopts the Hibernate technology to pack the JDBC, this reduces the complexity of coding in development and makes the database migration more easily, the defective impacts on extending and future-developing will stay low. As far as now, by combing the frameworks of J2EE and the web-based applications is the best way for the tax authorities to develop a scientific and efficient tax administration system.This system runs normally and stable, it solves problems on info publishing and tax administration for making the collection more easily, openly, transparently, and efficiently. It meets all the demands of the practical requirements on tax administration.
