As the first batch of domestic pilot units to carry out Aviation Safety Management System(SMS), Shenzhen Airlines is currently in a stage of rapid development, so it is in urgent need of risk assessment system that is able to assess the security situation, identify the security risks, and guide safe behavior in accordance with the actual situation of the company, so as to promote the development of SMS and thereby achieve the most effective security management and control. With the theory of system management, the paper conducts demand analysis on risk assessment and early warning of Shenzhen Airlines. Proceeding from system security management, the author also discusses how to launch risk assessment through software, namely how to establish human factor risk assessment and early warning system, and elaborates key technologies for system implementation.The human factor risk assessment and early warning system developed by the author belongs to management information system in the scope of technological application. The system is in line with the design process and idea of the software engineering, and its development mode utilizes the service-oriented architecture(SOA). In order to integrate the existing system of the company, new one shall be open, efficient and flexible, so the author employs ASP.NET development technology platform and ORACLE database in respect of the overall design.Based on the actual needs of the safety management, the system is divided into deviation subsystem, the QAR subsystem, safety training and management, online preparation and monitoring, system management, as well as information exchange and service, etc. Currently, major functions have been achieved and the system is able to utilize multi channels such as QAR data, internal assessment information, external assessment information, deviation incident and staff report to input security information which will form basic security information database after accumulation. At the same time, with correct classification and analytical processing, the safety information is able to provide the basic data for various sources of danger. By setting acceptability of value-at-risk, the system will automatically assess and give early warning on the current security situation. Comprehensively utilizing safety information also plays an important role in establishing a sound SMS.
