The Chinese Telecom value-added service is a product of reform, development and innovation of the Chinese telecom industry, having undergone from scratch, from small to big. With increasingly fierce competition in the market, users of the value-added service focus on the service and the quality higher and higher. In order to improve market competitiveness, operators must pay more attention to the system's normal operation and the service's development potential.The phone assistance service is a perfect call telecom value-added service. After the user applies it, as called, when the shutdown or out of service conditions, we can receive a corresponding short message after the boot; as a caller, you can receive the reminding short messages after others are the boot or return to the service area. In order to ensure the quality of the service, we can establish a monitoring platform which monitors a number of key indicators. Through the platform, we can find problems early, improve the quality of business operations and customer satisfaction and help the business's promotion and expansion, which is in line with the market demand.This monitoring platform analyzes datas and information of the phone assistance service, gives evaluation scores, which can show the business's health. The platform is mainly consisted of three subsystems: operation quality evaluation subsystem, equipment side proxy subsystems and operation analyzing subsystem. This paper will describe the design and implementation of operation analyzing subsystem.This first chapter describes the relevant background, including the introduction of the telecom value-added service and the phone assistance service, and the monitoring platform; in the second chapter, introduce the operation analyzing subsystem about the requirement analysis and the system overall design; in the third chapter, introduce the register module. It is primarily responsible for registering information; in the fourth chapter, introduce the short message analysis module, which is mainly responsible for analyzing the sending success rate and the delay number of the short messages; in the fifth chapter, the network management data analyzing module is introduced. It analyzes some main indicators, such as the sending failure rate and the total number about dummy messages, the network call transfer mistake rate, the marking success rate of short messages and the success rate of the call reminder; in the sixth chapter, introduce the complaint analyzing module. It is the main functions of statistical day, week, month volumes of customer complaints; In the seventh chapter, the service log analyzing module is introduced, which finds the error log of the business; the last two chapters exhibit the platform's application and make a conclusion.
