At present, the province has relatively out-dated forest fire prevention facility, monitoring and warning system, that are less effective forest fire fighting techniques. In such condition, the high incidence of fire not only causes huge economic losses, serious waste of forest resources, and negative environmental impact, but also exposes the difficulties in timely forecasting of forest fire, forest patrolling, timely on-site organizing and scheduling of fire fighting under the situation of forest fire.This study aims to construct an effective provincial forest fire monitoring system, which is able to analyze and judge fire symptom and trigger fire alarm in a timely manner, monitor an extended forest area, and improve firefighters’speed of reaction, judge and commanding ability. First, it describes the background and significance of forest fire prevention, analyzed current researches on forest fire prevention forecast and alarm system at home and abroad. Next, it designed the network architecture for the system and proposed technical requirements. It suggests to use a 3-level network system, i.e. based on monitoring point+County, Municipal, and Provincial level networks, achieve forecasting of forest fire, commanding, and 24-hour remote surveillance and monitor on the forest resources using digital internet video technology. It also describes the composition of microwave fire monitoring system, compares the pros and cons of digital and analog microwave, lists models and relevant technical requirements of station-side monitoring alarm systems, analyzes the usage and composition of pulse electronic fence system, thunder protection system and its technology, introduces the application and setup of the station-side monitoring wind-light dual-source generator, and introduces the implementation of forest fire automatic alarm system, i.e. the implementations of forest fire recognition software, real time smoke fire target recognition and smoke fire alarm information.Based on the above-mentioned information and analysis, this paper puts forward the prospects for the construction of provincial forest fire monitoring system. The application of the system has great market value. The construction and promote use of the system will change forest fire prevention methodology from traditional qualitative management to standardized and automated quantitative management, which significantly improves the standard and effectiveness of forest fire prevention, making forest fire prevention decision making more rational, scientific and practical.
