According to the present situation of forest patrol and observation in the forest management and fire prevention work of China, this paper developed a portable real-time monitoring instrument based on Iridium communication technology. This instrument could accomplish the acquisition and transmission of the micro-environment information in any place of the forest. This paper also developed a forest fire monitoring system by the multi sensors data fusion technology and offered support for the decision in the forest fire finding in early stage. Meanwhile the system improved the intelligent management and protection of the forest. The specific work contents were as follows:1) The preliminary research and design of the forest fire monitoring system based on the multi sensor data fusion were finished. Firstly this paper conducted the experiments and collected data. After the data being proceed, performance evaluation parameters of identification were defined. Then the algorithms of forest fire identification, respectively based on BP neural network, neural fuzzy system and SVM, were designed. Their performances were compared and the result was that the algorithm based on SVM was the best. At last, the monitoring software was designed based on Matlab.2) The research and design of the remotely real-time monitoring system were finished. Firstly overall structure of the system was designed. To solve the communication problem in the forest, the iridium transparent communication was used. Then the hardware and software design of the instrument was accomplished.3) The system test and application test were finished. Firstly the reliability of system’s acquisition and communication was test, with the success rate of 95.24%. Secondly the reliability of system’s forest fire identification was test. The results showed that the system can effectively identify the fire in the range of ten meters. Thirdly in the practical application test in the city of Hulun Buir, the system had achieved a good reliability of data acquisition and transmission, and also got a fine result in the identification of forest fire.
