Seismic activity in our country is of high frequency, high intensity, shallow earthquake focus and wide distribution, our country have a serious earthquake disaster. In order to reduce the loss caused by earthquake disasters, Countries pay more and more attention to popular science propaganda mitigation of earthquake disasters. At present, our country’s popular science propaganda mitigation of earthquake disasters has some disadvantages like the method is unitary and the Popularization is narrow, the public have little knowledge about earthquake disaster and emergency rescue.so, in order to seek an effective method to promote the popular science knowledge of protecting against and mitigating earthquake disasters is extremely urgent. mobile terminals have gone into thousands of households. According to the 34 th statistic report of Chinese internet development situation, up to June 2014, the number of mobile netizen in our country has reached 527 million, mobile spread everywhere in our daily life. Many mobile applications(APP) also arises at this moment, more and more people use mobile in shopping, learning and booking online. The soaring momentum of mobile terminals provides an effective approach to propagandize seismic prevention and disaster mitigation. To design a mobile APP can promote the efficiency and extent of related knowledge.In this paper, on the basis of research literature, collect and neaten the related data and theoretical knowledge. In order to design and develop an APP fit for the mass, the paper adopts questionnaire survey to investigate the expectation, security measures, functional requirements and advices of the APP. Through chart analysis, the functional and non- functional requirements are understood. The APP design factors to consider, summarizes the design principle of the APP. According to the functional requirements and non-functional requirements of the APP, I carry out the preliminary design of function modules. Then analyzing the existing APP development platform and comparing the advantages and disadvantages of two common development platform, Combining with the usage amount of mobile terminals of different operating systems and personal professional skills, the author choose the open and rapidly developed platform- Android. Completed the UI design depend on the demand of users, completed the prototype software features of the mitigation of earthquake disasters of popular science propaganda APP, Finally. At the same time in order to guarantee the quality and performance of popular science propaganda APP mitigation of earthquake disasters, compiled the test case and a functional test.Popular science propaganda mobile APP mitigation of earthquake disasters adapt android’s development environment Eclipse, development language JAVA, Baidu cloud technology to push message and Baidu map API to finish map related functions. The system complete the system function structure model and system function module based on C/S model and functional structure of the system.In this paper, the design and development of popular science propaganda mobile APP for mitigation of earthquake disasters is prototype system, this system has broad development space. Functions of the system can be more personalized and humanization. The earthquake disaster mitigation science propaganda APP designed and developed can help in the promotion of the seismic science. On the other hand, it can enhance the user’s interest through a variety of manifestation patterns. The widespread of the mobile terminal increases the popularity of the system. In a word, the design and development of this system provides guidance for further expansion, and injects new power for the science knowledge propaganda.
