With the development of social urbanization and constant expansion of urban population, it has brought huge pressure to the traffic of city. However, from the perspective of improvement of personnel efficiency, reduction of traffic jams, environmental pollution and energy waste, implementing the bus priority strategy in city has become the inexorable trend for social development. Moreover, it needs a large number of data to support the planning of bus system reasonably and efficiently. Therefore, the collection of traffic survey data has got more and more attention of the society. The traditional traffic survey usually adopts the method of paper questionnaire by manpower which leads to the consumption of human and financial resources during the process of data collection. Nowadays, the issue of environment threatens the existence of human beings, the large number of paper-products cause a significant waste. Besides, the traffic survey data collected needs to be input into the computer to have data processing and analysis in the later period. And the work is complex and data loss is severe; therefore, it is hard to ensure the quality of data and could not provide data foundation of traffic research in the later stage.Combined with the rapid development of current mobile internet technology, this paper deeply studies the system architecture, platform component and lifecycle of application of Android with the most popular Android system in the current market as the platform. The research is carried out in the Eclipse development environment. It combines with the pluggable units of SDK and ADT to realize the design of client of the system draws support from AMap API to realize the map service and uses JDBC to realize the communication with database. The backend server applies the MySQL database to establish. Based on the completion of software design, it designs the model machines with two generations, based on the hand-held comprehensive test instrument, the questionnaire in the backend server could be imported automatically to realize the dynamic configuration and presentation of interface; the realization of non-paper traffic survey could reduce the consumption of resources and the complexity of data processing; the tracking record is good to verify the work and make sure the authenticity of the research; according to the authority, the client has dynamic allocation of research items to really realize the electronic information collection of traffic data.Through the test, the new-type hand-held comprehensive test instrument has strong universal property and convenience. And the application of this instrument could carry out the traffic data survey which could not only ensure the quality of data, but also save the resources largely and complete the work of data survey efficiently. It has certain practical value.
