At present, Tianjin city environmental information on how to better serve the environmental management, environmental management agencies at all levels to be more efficient, collaborative working and other aspects of the urgent need to strengthen. At present, more and more enterprises are the environmental sector regulation, but the regulation mode still have in using the traditional model, practice has proved that it has been unable to keep up with the pace of development of information technology in today’s society, the environmental protection departments should closely follow the pace of the times, actively make use of the latest achievements of the development of information technology, the environment of supervision means to upgrade generation, automatic monitoring by carrying out pollution source, and the process of information on environmental supervision work to a new level of history.In order to strengthen the monitoring and management of the built and under construction, has built the pollution sources, the Tianjin Municipal Environmental Protection Bureau intends to through the comprehensive management information system of the city’s pollution source pollution source (enterprise) for unified management and monitoring, and built the "consolidated supervision system a source file, the formation of pollution source" a source file and database. Dynamic management of the database, real-time updates of data, the full realization of the network management of pollution sources of Tianjin city.In this paper, based on SQL Server2008 database technology and JAVA technology, the development of the integrated management system of pollution sources in Tianjin city were analyzed and put forward solutions. The pollution sources of the basic information management, pollution source data maintenance, information query, a comprehensive analysis of pollution sources, sewage treatment plant pollution solid information maintenance, pumping test data, data transmission, the evaluation standards and management system consists of 9 modules. Each module function of the system can meet the above pollution source data collection, integration, processing, query, statistics, analysis and so on. Application of integrated management system of pollution sources to the environment department of integrated management of pollution sources, environmental planning, decision support analysis.With the help of the pollution source monitoring system, management can achieve the control of pollution by sampling control variable for the comprehensive control of the direction of change, change from the raids to active alarm, can realize the automatic generation of sewage enterprises of pollution source investigation and data, based on the production data analysis, can greatly improve the environmental monitoring the work efficiency, environmental monitoring work in information technology will have a solid material and technical guarantee.
