The Design And Implementation For Project Management Information System Of Zhejiang Telecom Audit

With the expansion of the income scale and the number of users, China telecom group’s internal audit for the troubleshooting of the company, to correct shortcomings, risk prevention, create value, improve efficiency, etc play a more and more irreplaceable important role. However, as China telecom enterprise’s informationization, systematization and intelligent degree is higher and higher, at the same time a very large business data is coming. China telecom’s internal audit is the lack of a set of auditing information system which is able to change to adapt to the company’s business management informationization, and audit methods and management methods are very advanced. Especially for audit papers of the project, the key audit evidence, audit reports and other important documents is still in the separate management audit status, does not form a centralized data base. Audit plan management, personnel management, training management, appraisal management with the lack of unified management and information sharing platform still need to manually management approach. Audit information is the audit work to the needs of the rapid development of information technology, the inevitable choice of China telecom, an essential requirement to adapt to the comprehensive application of information technology, and a basic security and strong support for performing audit supervision duties.In this paper, starting from the actual demand of China telecom’s audit work, on the basis of investigating the user requirements, puts forward the basic goal of the audit project management information system. This paper expounds the principles of system design, system design, general design and the basic goals and principles of detailed design. The system is based on B/S mode, using the MVC (Model, View and Controller) three layer architecture. The system adopts the object-oriented Java language, using SSH framework such as the mainstream of J2EE open source framework, using the Oracle database and system database, which reduces the cost budget and the operating environment configuration requirements.This paper introduces the China telecom’s audit project management information system core processes of design and implementation. This system mainly includes three main parts, the audit project plan, the audit project management and integrated management. Audit project plan module is responsible for the audit plan allowed, the audit plan summary, issued the examination and approval, and the adjustment and implement of the audit plan. The audit project management module is responsible for the start of the audit project, preparation, implementation, reporting, follow-up and statistics of the project. Audit integrated management module is responsible for the audit project category management, audit personnel management, audit project name management, audit database and audit case etc. The audit project management information system effectively unifies Zhejiang telecom audit work business process, bringing an intuitive easy operation audit tools to audit staff, effectively saving the time of the audit, reducing audit costs, improving the efficiency of audit. An organic union can quickly operate business process, and statistical analysis of the data for department heads to provide the corresponding decision based on facts.After the test, this system has basically achieved most of the audit project management requirements. Of course, this system is a Web system, so we have to consider the expansion of the system performance and extension of the business. After all, better expansibility of the system, better service for the auditing department.
