Along with the pace of social information, the importance of information management increased for all works of life. Especially the state electricity system, its stability is closely related to the development of country and society, so it is necessary to use computers, communications, networking and other technical to develop patrol inspection management system of electric power depend on modern information technology. The system is mainly used for intelligent management of electric power equipment and statistics inspection tasks performed inspection personnel.Based on the deep understanding of the system requirements, firstly, the paper carefully analysis current way of patrol inspection and the status both at home and abroad, and detailed expound J2EE framework MVC design pattern、the role of Struts2, Hibernate, Spring and Android and so on, as well as expound the users requirements. Secondly, the paper formulated the overall architecture of system, at the same time, completed database design through the PostgreSQL database. Finally, using B/S architectue、patrol terminal based on Android、Baidu Map and the J2EE technology, the paper developed some function modules such as user management、building patrol tasks、track query、photos/videos viewing、patrol management and defect management. The whole system operated with director supervisor team leader and team members role as the center. For the tasks building module, using two level of task, namely supervisor build the task to team leader, then team leader release branch task to the team members; for the modules such as track query、photos/videos viewing、patrol management and defect management, using communication technology, sends all sorts of information to the server by Android terminal, and the manager query this data by browser.The system brings manager and inspection personnel a lot of convenience. The inspection personnel apply the tasks by Android terminal, then reach the specified site to patrol, and upload all kinds of inspection data, such as coordinates、photos、defect information, etc; the manager login in the system to query the inspection situation according to the inspection road and time. And this system realized the standardization and intelligent of patrol inspection of electric power, strengthen the information management of the hidden danger of electric power. But the system also has certain insufficiency, hoping a continuous optimization in the future to ensure the security, economic and steady of the system of electric power. And it will do contribution for information development of the power industry.
