In recent years, with the accelerating pace of information technology, information resources have become invisible productivities, and therefore the effective management of information resources is very important. The main problems of the construction of government information resources management system, is the e-government integration issues. The key technology including data, services and systems integration, application service support capabilities integrated across autonomous domains as well as the technical standards.The Government Information Management System Based on Catalog is used to collect, store, use and manage government information resources catalog, by locating and discovery mechanism of metadata information, which makes sharing of government information resources effectively and solves the above problem. The main design content and goal of the system is to do catalog management, category management, metadata management, system configuration management and role of rights management for the information resource which involved in the switching and sharing of government information. catalog management is the management of registration, publication, application, review and subscription, un-subscription of the resources. Category management is the management of classification of resources. Metadata (data to describe the structured information resources) management is an important part of The Government Information Management System Based on catalog. Automatic collection agency services of metadata arrange resource information for resource metadata format and submit to the resource management system automatically collect center. Automatic Acquisition and Management system of resources configurate and control the automatic collection agency services of metadata to collect information. Automatic Acquisition and Management system of resources give the resource metadata which be collected to the database of metadata. Eventually, the Government Information Management System Based on Catalog can classify the metadata, multiple classification integrated into the metadata entity, thus manage the information resources based on category.The Government Information Management System Based on Catalog strictly comply with the relevant standards of e-government information resource collaboration systems, and industry-wide technical standards, the system uses three model structures JavaEE technical route, the presentation layer is achieved by combining Struts and DWR, business layer control by Spring, persistence layer is implemented by Hibernate, and the system uses a multi-layer application architecture B/S, the interface of the system can easily convert and support SOA framework. The system supports WebServices and message-oriented middleware technology, using DB2 database.The first part of the wording of the text describes the structure analysis of demand-based catalog of the Government Information Management System Based on Catalog, starts with the main focus on the needs of the acquisition mode, functional requirements and non-functional requirements, this part of the combination of the use case diagram and flowchart capabilities. The second part is an overview of the system design, the first model of the overall structure of the system is introduced, and then describes the technical architecture design and functional architecture of the system. The third part is the detailed design of the system that is divided into the overall design, the typical functional design and database design. This section uses UML class diagrams and sequence diagrams auxiliary introduction. The Database design part gives the relationship graph structure design of individual tables and some tables. The fourth part is the implementation and testing, the system implementation uses a systematic approach shots and code sets out the key features, the system test points user interface testing, functional testing and performance testing of the three have done a brief introduction.I completed the design and implementation of the Government Information Management System Based on Catalog finally after the presentation.
