With the development of national broadcasting system, the existing ESP and OBV system can’t meet the varieties demands of new TV programs. In order to keep up with the pace of broadcasting development, a suitable EFP system should be built to meet this demand.This thesis can be divided into five parts. First of all, several methods of TV program production are introduced, and then the necessity of EFP is raised. Secondly, the design program is proposed and according to Shandong Education TV, the functions of each part and equipment selection reasons are described in detail. Thirdly, the EFP communication system is introduced, in which the cable transmission and optical fiber transmission are compared. Fourthly, the EFP system is installed and modified. In this process, we solved the problem that is about safety. In order to test the performances, this system is used in "Confucius School" program production. The results show that the performances have reached the design standard. At last, the solutions are given for spot broadcast and on-site edition.The EFP system is powerful, adaptable and easy to transport. Not only can it be fit to the requirement of the "Confucius School" program, but also be used in the live broadcast and on-site edition by function expansion. It is a good example for the program makers which have the same demands and has a certain popularization value.
