With the high-speed development of electronic finance and the rise of new type of payments, people’s consumption patterns in the daily life also change gradually, many new payment measures appear, such as telephone, internet, mobile, and so on. The financial IC card can meet the demand of the new payments’ security. Compared with the magnetic stripe card, the financial IC card has many advantages, such as much safer, lower transaction costs and more convenient. So the financial IC card is replacing the magnetic stripe card. Compared with many other industry cards, the financial IC card can apply to more kinds of business integration and application scenarios. Integrated variety of functions into a financial IC card, we can not only reduce the resources of terminal, but also reduce the number of cards that the citizens carry out, which brings more convenient in life and work. Therefore, in order to guarantee the people’s security of wealth and consumption, we must strive to improve the security of financial IC card.The main content of this paper is the security implementation of the function of financial IC card’s Key Management System and the scientific planning of the system business process. The paper is on the background of an actual business process, scientifically analyzes the business requirements of the financial IC card’s Key management system. Furthermore, we make an active effort to improve the safety and management efficiency of financial IC card key. During the implementation process of the system, we employ UML to finish the system business modeling. With respect to the system architecture, we use three kinds of structure (B/S, MVC and Hibernate,) combination mode. Finally, we use the Oracle database system to provide data service, use the Tomcat to provide the server supports.In this paper, we introduce the process of implementation of the financial IC card key management system in detail. The paper starts from the status quo of financial IC card at home and abroad, and shows the research methods of the subject and the development of technology adoption. And then we make a simple introduction to the use of some technology and theory in the development of the system, including the B/S system architecture, MVC design pattern, database theory and UML modeling language. This paper introduces the analysis of requirements and the design process of the function module in detail. The focus of this paper is the analysis the implementation of system function module by means of the introduction of every system flow chart. At the end of the paper we simply introduce the deployment process and several test cases of system.In all, the system basically fulfills with the need of the financial IC card key management, realizes the function of the system. We can ensure the safety and reliability of financial IC card key by means of the classification authority, log audit and key storage security technology. There are 7 function modules in the complete system, including staff login, personnel management, system management, certificate management, IC card key application, symmetric key management, asymmetric key management and log audit. With the help of the realization of the function modules, the system achieves the design objectives of the security and reliability of financial IC card key management.
