LRTV (Liaoning Radio and Television China),which is a new media that integrated by 3 province level media enterprises- Liaoning Television Station(LNTV), Liaoning Education Television Station and Liaoning Radio Broadcast, was established formally in 18th December,2009.It has been established 5 years up to this day. The high effect and some contradiction come from the event of the combination of three TV stations have already appeared. In this paper, the principle of public management case analysis and the principle of thesis writing are used. This article focuses on the Liaoning model which is created by the event. It processes the management effect research on the effects of Chinese culture industry, the function gained from the background of Chinese revolution of media system and management creation, the operation effect inside the company after the combination and the change happened to Liaoning media people.In China, most of media management researchers are devoted to the thinking about nationwide overall strategic plan and planning and development. However, every province and city has its own management features and cultural development difference. With regard to the research on combination of nationwide overall strategic plan and local feature, domestic scholars haven’t formed comprehensive and systematic theoretical system and scientific mode of operation. At the same time, the reforms in radio and television media organizations in China and media integration have not been spread. Liaoning provincial radio and television media integration is one of the pilot projects of the State Administration of Radio, Film and Television (SARFT). Therefore, this paper has certainly typical significance and the conditions of certain popularization and application. Based on this, this article uses professional and theoretical knowledge of public administration. Meanwhile, the integration and establishment of Liaoning radio and television, several modern provincial media industry are the research cases. This paper is based on visiting a survey with questionnaire survey method, the integrated use of literature method, survey study, case analysis method and some other relevant theories. Combined with the survey data and the contents of the questionnaire, it deeply analyzes about the present situation of Liaoning provincial media management system and summarizes the management effect and relevant performance after the three combinations. The paper also generalizes the feasible forms of media management, puts forward how to use the media resources more scientifically and reasonably, creates brand-new suggestions of provincial TV media. Simultaneously the media combined achievements in Liaoning province are regarded as case bases, and it try to set a good example for the other provinces and cities’ system reform in media management.In the first part, the paper analyzes the relevant research results at home and abroad. It also expounds the significance of the research and technical route of this paper. The second part analyzes the merging processes of three provincial-level radio and television media in Liaoning and optimized combination plan, implementation effect, etc. The third part discusses the practical effect on reforms in LNRTV media organizations, does a large scope of questionnaires and analyzes the survey data. The fourth part analyzes the existing problem in the practice and operation after three combinations. On the basis of the analysis and research, the countermeasures and suggestion are given.
