With the development of network technology, the era of the new mdia has been coming. The identity of the majority of the public is no longer a single audience, but the change to the publisher and disseminator of information, the official opinion field mainstream media is no longer dominant, public opinion changed the ecological environment. With the enhancement of civil society ownership and increase the expression of the people’s aspirations, and gradually emerging social issues in recent years, the phenomenon of "Reserved Effects of Public Opinion" frequently staged, and have intensified the trend. Since autonomous public through the media to express their views, we brought together a large network of public opinion to achieve the public power of public opinion; But on the other hand, the freedom expression of public opinion may be out of the expect of officials, even is the opposite of government. The broad popularity and widely communication effect of We-media, makes the "Reserved Effects of Public Opinion" has a powerful forces.In this situation, how do the mainstream media play the role of the government mouthpiece, supervision of public opinion and guiding public opinion? As a result, we use frame analysis to search the typical example——"Tang Hui Petition" event——in order to finding the framework characteristics about mainstream report, then we can analyze the existing problems and effective improvement measures.As a result, once meeting the same phenomenon of "Reserved Effects of Public Opinion ", the mainstream can have a good guidance. So this research is particularly necessary.
