On The Maintenance Of International Co-operation Of China's Network Security

With fast development of modern society, the computers and network are widely applied to each aspect of our country, and people's life also more and more relies on the network. How to protect national cyber security has become an actual problem with fast development of modern society. The studies, how to protect cyber security, also become an actual problem which have to be faced with the development of our country. The technological analysis on information security and studies based on "information warfare", "network warfare" and "network-centered warfare" has received remarkable concentration. In international relations theory, however, a macro-analysis is frequently applied to discuss how information technology makes an impact on the international political system. But in a macro-analysis, because of the hacker and the network spy, It is a new challenge that how to protect the cyber security. In evidence, there has been no sufficient discourse on cyber security about anti-network spy.Without doubt, in the field of global government, the international cooperation's research of preventing the hacker and the network spy stealing secrets was still a new topic, and at present there have been no enough studies on it. Although this thesis cannot solve this question in detail, but theoretically Focusing on it as the key point, through case studies and studies on advanced achievements of western developed countries, especially US, it have important significance for consummating the theory of the global government and international cooperation. The goal of this thesis is to explore and research the relevant theories of international cooperation, to analyze the realistic situation of computer and information networks in our country and absorb the wonderful experience about the cooperation with other countries, and strengthens management of national cyber security under the new situation is extreme important. By the good experiences from author, this thesis makes the unique international cooperation of anti-network spy. It will provide the beneficial reference to the whole society and the people who protect cyber security.Two major arguments are included in the thesis: firstly, regarding the network spy's non- region actor, we need the international cooperation to carry on; Secondly, founding the international cooperation foundation of anti-network spy; Finally, establishing the international cooperation mechanism of anti-network spy. In details, because of the transnational characteristic of the hacker and the network spy , we need to carry on the international cooperation about network security.
