Governing the vast sea area in China, with rapid economic development and water traffic accidents, Government’s tasks assumed maritime vessel traffic management and maritime search and rescue are arduous. For a long time personnel and equipment can’t meet the demand of maritime emergency disposal. Since the aircraft is fast, safe, economic and other characteristics, it has become the new tool in maritime sectors for vessel traffic management and maritime search and rescue work. Aircraft can carry cameras to the scene, the aerial video store or real return, through which target can be found, but we still can’t fast directly determine the position of sea targets in the image. Therefore, taking optimizing the targeting algorithm for sea targets on aerial images and to achieve "one-click" positioning as the research direction, according to the actual needs of the maritime sector we put forward the main function of the software, and select Windows 7 operating system platform for the design of "one-click" positioning software for sea targets on aerial images. We preliminary design the flow of programs to visualize quickly "a key" smart positioning for any target on aerial images. Through aerial images targets can be found quickly.This paper introduces the present related technology of maritime vessel traffic monitoring and maritime search and rescue at sea in the acquisition of target position information and a brief analysis, describes the purpose and significance of maritime targeting study on aerial image, and makes a comprehensive analysis of the current research.Secondly, this paper introduces location algorithm model on aerial image, makes a error analysis in the practical application of the algorithm model, and proposes the error correction method for the calculation, which has been carried out to verify.Then, based on the analysis of related technologies for positioning targets on aerial images, we make a analysis on the technical and operational feasibility of "one-click" positioning software on. According to the actual needs of the maritime sector, we raise the function to implement, at the same time, make the preliminary design of the software system operational flow scheme. On this basis, "one-click" positioning software system for maritime targets on aerial images has carried on the concrete scheme design, including goals, function modules, system configuration, database design, system interface and input and output. According to the design scheme of the main functions of the software system, we run the test.Finally, this paper summarizes the work done, but also put forward the need for in-depth study and further development issues."One-click" positioning on aerial images software system is designed to solve the quickly and intuitively target position problem. Quick and visual "one-click" smart positioning for any target on aerial images, the study on which improves maritime vessel traffic management and maritime search and rescue efficiency, and has very important significance in effective monitoring, and search and rescue service.
