China has about3million square kilometers of the sea areas under jurisdiction, most of which are far away from the coast. Vast territory and space span have particular difficulties in marine supervision and search and rescue and the state sovereignty maintenance. Because aircraft has features of fast flight speed, far cruising distance, large field angle of view and wide range of vision inspection, it has gradually become a new tool of China’s distant waters maritime supervision. For now, the main mode of distant waters supervision using aircraft is that Video camera shoot down the scene situation, maritime supervisor personnel understand and master in sea area dynamic condition. But when maritime supervisor play video files, found something such as irregularities ship, man overboard, ship oil spill and other abnormal situations, the video images recording is only the time and scene, therefore, it could not through the video images to determine the position of the target, the target position needs to be more determined, serious impact on the efficiency of maritime supervision, search and rescue. As a result of the maritime department urgently to solve the in aerial images based on implementation of maritime target, therefore, it is very important significance to research on a sea target positioning algorithm based on aerial images, such as increasing ocean cruising strength, improving maritime supervision efficiency, improving maritime search and rescue.Firstly, this paper introduces the background and current situation at home and abroad of the algorithm upon aerial images of the sea target positioning, starting from the problems of maritime sectors urgently solve sea target position, put forward a kind algorithm research on using aerial images to position sea target, put up fact survey data validation algorithm based on laboratory experiment platform, educe the results and error analysis; according to the error transfer theory, derivation and simulation results show that the different influence factors on positioning accuracy.Secondly, according to the target locating algorithm, based on visual software platform C#, bring forward platform algorithm system design, introduced the system modules, system function, video images unscramble and the realization process of target localization including the content such as video data acquisition and processing, PTZ control and video images display, images, the plane and camera data display, video images interpretation and orientation realization.Finally, this paper put up the summary and prospect on this research, and put forward the problem to further explore and the next step research content.The sea target locating algorithm and system design based on aerial image is that using video audio track to real time recording plane, cameras and other attitude data, then fast calculate the specified target position in any of the video images, achieve maritime target fast, convenient location, according to the probably position indicates that law enforcement boats or search and rescue ships can be fast, accurate arrived on the scene to be processed or carry out rescuing, effectively solve the problem that maritime video supervision cannot directly use the video images positioning sea target.
