Study On Design And Implemetation Of Military Specified Finiancial Management Software

The financial management of enterprises and organizations mainly comprise themanagement of budget, expenses, transactions and so on, based on which enterprisesand organizations can make rational financial planning to benefit the organizationsand enterprises in their daily operation and development. The army financialmanagement has stricter requirement than other organizations on the accuracy, theconfidentiality and systematicness of financial data, due to the special sources andusing of the army funding. Currently, the financial management systems are designedfor ordinary organizations, so they can not satisfy the requirement of the armyfinancial management. Therefore, it is urgently to development some easy-use anduser-friendly financial management systems for the army.In this article, we described a UAP-NC platform based financial managementsystem, which is particularly designed and implemented for the army use. This systemdesign considers the financial knowledge and the practical use in army.The main contribution of this article is listed below:At first, this article considers the actual demand of army financial managementsystems in order to design the overall hierarchy of it, including the budget managingmodule, the Party accounting module, the organ funding managing module,primary-level funding managing module, soldier funding managing module andinformation query module.Then, based on the UAP-NC platform, the system was developed with someadvanced technologies (e.g. J2EE) and used B/S architecture. It firmly combinesfunctions like user access control, accounts inputting and checking as well as databasehighly accessing.Finally, the article concretely explains the configuration of the NC+WASenvironment as well as systematic platform and later proceeds a functional test on thefinished system.The implementation of this system can make the work of accounts filling,checking, computing and statistics more precise and easier so that it provide sufficientinformation for the army leaders to make decisions. The system is already deployed inarmy now.
