Satellite Navigation Chip Patent Fragmentation And Coping Strategy Research

In recent years, with the establishment and improvement of the BeiDou NavigationSatellite System, the development of BeiDou navigation industry has received greatattention. Navigation chip is one of the core parts of the satellite navigation industry. Ournavigation chip companies from scratch, from weak to strong, their patent application hasalso entered a stage of explosive growth. Patent rights fragmentation, refers to the patentof a specific technology are shared by different patent holders，is one of the importantfactors that lead to patent thicket generated. In this paper, by studying the theory of patentfragmentation and evaluating the patent fragmentation measurement method, the authorexplored the Chinese and U.S. patent fragmentation of satellite navigation chip. Bycomparing the two different reasons arising fragmentation, providing information supportand suggestions for our field of satellite navigation chip manufacturers’ development.Measuring whether to generate patent fragmentation,explore the reasons for patentfragmentation has an important significance for independent innovation of Chinesehigh-tech industry.The author selected navigation chip field research as a starting point to analyze thesatellite navigation industry and proposed hypothesis. By evaluating existing patentsfragmentation measurement method, apply the Herfindahl index and fragmentation indexfor China and the U.S. satellite navigation chip areas of empirical research. Studies showthat China and the United States present patent fragmentation in the field of satellitenavigation chip, and the fragmentation process and reasons between the two countries aredifferent. China’s satellite navigation chip companies should focus on the appropriateconcentration management of the patents, and with the good development opportunities ofBeidou navigation systems, smart phones and PND, they should increase R&Dinvestment to build the Beidou satellite navigation chip technology-based patent network to increase its market competitiveness.
