"High-value patents" is a hot word that the industry pays close attention to.Cultivating high-value patents has become the consensus of the times for innovation to drive high-quality development.The national intellectual property authority has made cultivating high-value patents and improving patent quality one of the key tasks.For this reason,how to assess the value of patents and identify high-value patents has become a key issue that needs to be solved urgently.At present,for the research of patent value,the common practice in academic circles and the industry is to use patent character indicators to comprehensively evaluate the economic value of patents.However,can patent character indicators reflect the economic value of patents? How effective is it? It has not been verified.In addition,the current research on patent value often stops at the construction of patent value evaluation models.Although scholars have explored various methods to construct patent value evaluation models,most of the evaluation models have not been applied and are based on the evaluation results obtained by the model.The further application of the system is even rarer.To this end,this article first uses the KS method to construct a comprehensive evaluation model for patent value,and then verifies the effectiveness of the evaluation model by comparing the overlap between the high-value patents in the comprehensive evaluation and the transferred patents,and finally applies the power spectrum analysis method to biopharmaceuticals Analyze the fluctuation cycle of patent value.Specifically,using patents in the biopharmaceutical field from 1985 to 2018 as a research sample,the patent value is distinguished by whether the patent is transferred or licensed in the market.First,the KS method and data set A are used to establish patent indicators and patent economic value(The patent value evaluation model is constructed,and then the new data set B is used to verify the validity of the patent economic value evaluation model.Finally,the power spectrum analysis method is used to analyze the patent value evaluation results,and to explore the periodic fluctuation characteristics of patent value in the biopharmaceutical industry.The research results show that: first,there is a certain difference between the economic value evaluation index systems of patents that have been published for less than 5 years and more than 5 years.Among them,for patents that have been published for more than 5 years,the rights and time indicators occupy a larger weight and have a greater impact on the value of the patent;for patents that have been published for less than 5 years,the economic value of the patent is more affected by time and technology.The impact of related indicators.Second,the comprehensive evaluation model of patent economic value has certain validity,and the validity is higher when applied to patents whose publication time is more than 5 years.Specifically,the highest proportion of transferred patents in each interval with a publication time greater than 5 years of patent evaluation value is 73%,which is higher than the highest proportion of 65.25% when the publication time is less than 5 years.Among the patent samples that were more than5 years old at the time of publication,the first 50% patent assignment ratio reached44%,while the latter 50% was only 23.1%.Among the patent samples whose publication time is less than 5 years,the first 25% of patent transfer ratios reached more than 20%,and the latter 75% was only 2.9%.Third,the results of the spectrum analysis show that the time series of biopharmaceutical patent value has an obvious long period of 15 years,two medium periods of 4.29 years and 6 years,and two short periods of2.17 and 2.73 years,especially 2.17.The short cycle of 2 years and 2.73 years and the long cycle of 15 years are the most obvious.
