With the GSM mobile communications the number of users increased,1800M band gradually started to use. With the 900M band formed 900M/1800M dual-band network. We can use the DCS1800M to solve the problem of GSM900M band’s insufficient resources. The other hand, it can reduce the system interference. But in the current network due to various reasons DCS1800M cell’s traffic was less than GSM900M cell.That can not give full play to 1800M-band edge.In this case, it needs to optimize the load balancing of 900M/1800M dual-band network. Common load balancing parameter optimization is divided into the idle mode and the dedicated mode. The main optimization of the idle mode is cell-selection and re-election and so on, the main optimization of the dedicated mode is handover, although the adjustment of these parameters will have some effects to load balancing, but a single parameter can not guarantee that other aspects index will be improved,such as handover success, rate of drop call.I study various parameters and sum up the characteristics of various parameters, apply these parameters in a model, to make it play an important role. This approach took into account load balancing, as well as changes in other index.In this paper, I propose the layered modle of dual-band network and verification its feasibility, after the full research of idle and dedicated parameters. Not only realized the purpose of dual-band network load balancing, and the other KPI improved.I have engaged in network optimization work. This study derived from the optimization of the daily work. In the course of the study, I verify the effect of various parameters. The innovation of this study is to propose a dual-band network HCS layered strategy, and validate the results. Results can be relevant for future optimization as a reference.
