The main content of the research is timely access to information in the production procession provide data base for operational plans of shop under the monitor condition. Dynamic amending the plans on the basis of redeployment coefficient, analyzing machine load, and according to the data to steer and handle abnormal case occurred in the workshop such as urgent, lack of spare parts, extended and rework. Through dynamically adjusting planned quotas, we can get appropriate data providing foundation for the establishment of fixed working hours and we can also develop a more accurate production planning.Through reaching on the related topics we buffer operational plans which making the actual implementation of the plan get a flexible over-between with the operational plan. Moreover we give a more reasonable determining method to the span of buffer operation plan; in the area of the fixed working hours, we use planned quotas instead of fixed working hours to achieve preparation of the dynamic production plan, and give the corresponding conversion method, so that production scheduling and the final assessment of workers’wages can separate and make the program difficult to update emancipated, the final production plan will be more accurate and reasonable.Through research, this issue presents a heuristic algorithm based on the deployment coefficients applied to production scheduling development, making use of methods such as sampling and the learning curve to adjust the plan man-hour quota.On the one hand, the research can provide well foundation for informationization of China’s manufacturing enterprises, so that production planning and control of the shop become much easier; on the other hand, it can also make up the shortcomings of the ERP system which only control to work centers and provide a good support for the ERP system to center’s control, providing abundant and detailed data on the basal production and processing, which makes the implementation of ERP in the future have a reliable guarantee and lay the groundwork for standardization and normalization.
