The existence of theseproblems in the system in this paper，when the system demand analysis and design are given asolution，the overall performance of the system was optimized.Secondly，in order to betterapply to the current business development，this paper build asystem using J2EE platform andORACLE database，and using B/S software architecture，the whole system is divided intofour levels.the data layer，business logic layer，persistence layer and multi-layer architecturesystem interface display layer，so that the system upgrade and maintenance，lower cost.Atlast，the author also designs detailed test cases，proved the feasibility of this system is efficient and has practical application value.The introduction of sales management system by Shenyang PetroChina Lubricating oilsales center，effectively solve the sales process problems in Shenyang petroleum oil salescenter sales in the expansion process of the. After a period of testing and trial operation，thesystem has been put into Shenyang PetroChina Lubricating oil sales center of the actualbusiness process，greatly improve the efficiency of the company’s sales.
