While theoriginal system has been difficult to meet the demand of business development such asmanagement coordination, policy regulation and control, medical monitoring, etc. So it isurgent need a new system to meet the demand of development.This article take the business characteristics of the medical insurance and the actualsituation in Quanzhou as a starting point to analysis of existing problems in the currentmedical insurance system comprehensively. To build up a comprehensive medical insurancesystem through designing the various subsystems of medical insurance system. Themiddleware technology is used to link the heterogeneous platform within the designatedhospitals and health care system. The analysis of design system will be helpful to build up anintegrated information of medical treatment insurance system with a quick, efficient, safe,unified management of the business.The Health-Care System of Quanzhou has thirteen subsystems such as the ArchivesManagement Subsystem, the Payment Management Subsystem, the Medical TreatmentManagement Subsystem, the Medical Account Management Subsystem, the Integrated QuerySubsystem and so on. The platform for external exchange deals with such issues as the dataexchange and application with the medical network and the insured units, the software needsof health-care business, the information exchange of fund collection with banks, etc.This paper describes functions and defines data structure of the thirteen subsystemsunder Quanzhou’s Health-Care System. Besides, the paper also gives definitions to the fieldnames, types, lengths and so on of the date exchange interface, which is part of the external exchange platform, standardizes the external interface standard, and lists in detail more thanten copies of database tables of the system and the corresponding fields. In order toeffectively guarantee the system’s security and stability, the paper constructs multipleinformation security system based on infrastructure, business software, network security, etc.In the last part of the paper, according to the principles of appropriate redundancy and a bettercost performance, it allocates the corresponding hardware equipment, storage equipment andsoftware of the system, briefly analyzes and evaluates the social and economic benefits of theproject, and then gives the future development direction.
