The World Cancer Report2014, released by World Health Organization, shows that cancer development around the world is falling into a much worse situation. Moreover, according to the statistics published by Cancer Registry Center of China in recent years, the development of cancer in China is no less than alarming. Early diagnosis and treatment is recognized as the most critical measure to control the development of cancer in addition to cancer prevention measures. There are many techniques for the early diagnosis of cancer, yet genetic diagnosis is supposed to be the most direct and effective way. What’s more, genetic diagnosis is an important technology for human health management and disease risk assessment in the future, which makes it an important role for the development of human society and health sector. Thus, we can see that there is no doubt that more people shall benefit from the promotion of genetic diagnosis technology.The current situation shows that the development of mobile Internet has created extremely favorable conditions for the promotion of genetic diagnosis techniques. The popularity of mobile intelligent terminal and development of mobile payment technology, together with the postal systems all over the country, has been able to form a complete gene diagnostic services system for the public.Based on the practical needs of genetic diagnosis technology promotion, a charge management system based on mobile payment technology has been put forward in this paper. It relies on the fast-growing mobile Internet and takes advantage of the remote mobile payment technology. It is supposed to reduce the cost of the general public to obtain genetic diagnosis technology services, expand the scope of beneficiary population, and improve the efficiency in funds collection and management for related medical institutions. The system will also greatly facilitate the promotion of genetic diagnostic techniques, and play a positive role in the control of national cancer situation.Based on the research and analysis for the genetic diagnosis charge management system, this paper analyzes the overall system scheme in the first place, which includes system requirements, system objectives, functional structure and business processes, as well as database design and system technology architecture. Subsequently, the article focuses on the realization of mobile payment function based on interfaces from the third-party. Finally, it discusses the comprehensive secure strategy for the system.
