Study On The Quality Management Of Harbin City Digital Urban Management Project

To November2012,digital urban management system of the threephase of the project started, access involving a total of two city monitoring center, themonitoring center fourteen,950urban management monitoring points,82traffic policemonitoring points,150electronic police systems and6microwave station.The process of the construction of digital urban management globaleye projects, we found that the construction of communication engineeringprojects, especially the transformation project management research both from thebreadth and depth, are far from enough.In fact, telecommunication engineeringproject due to its uniqueness, risk is inevitable. According to the statistics, there areabout80%of the communication engineering project unable to acceptanceand putinto use, the more cannot be timely recovery of the contract sum; more than50%of the construction period of the project appear to delay, or even delayed, the projectcost more than thebudget; others because of the implementation of theproject quality risk control is inadequate, resulting in the occurrence ofmajoraccidentscaused not only affects the communication, the company’s image, butalso caused serious losses to the customer and enterprise consequences. Summing upthe above reasons of these phenomena, the real due to technical problems ofthefailure is not much, mostly because of the lack of systematic thought and methodof operation of the project managementof bad management,risk managementawareness is weak.And for thetransformation project, theconstructionmode,business mode is flexible,itself with innovation andtry to make senseof,sotheriskis more outstanding.Through the project management of Harbin Telecom "digital urban management"project, and summarizes the deficiency early in the process of projectmanagement, and puts forward the effective corrective measures, as the next Harbintelecom project success rate of ascension in thecommunication engineering projectmanagement, help the enterprise to obtain greater benefitsinmore complex competition environment.
