At present there are more than11,000scenic spots of different kinds throughout the country, includingthe world cultural heritages, and also a large number of5A level,4A level scenic spots; in the past2013,along with the vigorous development of the tourism market, the all cumulative number of trips reached to3.3billion person times, and the annual tourism revenue has reached to2.92trillion Yuan. Meanwhile, withthe rapid development of tourism market, restricted by the scenic area capacity and the traditional humanmanagement, the Jiuzhaigou scenic area, the Imperial Palace in Beijing, Huashan Mountain and otherscenic spots have emerged in the mass passengers stranding events, which drew us great attention. So, inthe new tourism situation, how to use modern management and information technology to adopt newcountermeasures in the cultural heritage protection, tourism management, administrative management,development and utilization, to improve the tourism service quality and the overall management level, tocreate greater ecological economic benefit and social benefit for the scenic area, so as to realize the greatleap forward development. And the implementation of the scenic spot digital engineering is the importantmeasure and means to promote the cultural heritage protection, tourism management, administrativemanagement and the development and utilization. The digital construction of scenic spots, is by using theadvanced communication technology, electronic sensing technology, computer technology, networktransmission technology, to realize the geography, tourists, e-commerce and other comprehensiveinformation collection, transmission, storage and processing; in a unified data platform and informationapplication platform, to carry out digital scenic spot, environmental protection, safety monitoring tourists,tourists tap and other variety of applications, as to realize Information digitization, intelligent managementnetwork and services.In this paper, through analyzing the deficiencies of quality management in practical work, and thehistorical data and real cases of L security company, to use the fishbone diagram to identify factorscontributing to these problems; then through the comprehensive analysis of various factors, to formulate thecorresponding measures to solve the problems with the situation of L security company.Specific steps of studies are as follows: 1, by analyzing all kinds of quality problems encountered in scenic digital management with fivefactors: unstable site construction quality, high rate of electronic equipment failure, imperfect systemfunction, inadequate project service, missed project file and nonstandard management;2, by using the fishbone diagram method to divide quality management problems into six parts: staffskills and quality factors, products and technical factors, management factors, organization andimplementation factors, cost restricting factors and external environmental factors;3, by using the analysis summary method to analyze the six factors above-mentioned, from the pointof enterprise overall operation, to improve the strategies about L security company scenic digitalmanagement project quality problems, put forward the corresponding countermeasures and suggestions.The quality management measures of scenic spot digital management project proposed in this paperhas a strong practical value to the L security company project quality management, also to the small andmedium-sized enterprise project quality management, which is greatly worth-trying.
