In recent years, the economy of China is developing with a high speed, due to the extensive economic policies, environment and energy has become the victim. Along with the further development, Energy shortage and environmental pollution would be more serious, therefore, it is significant for us to implement the policy of energy conservation, emissions reduction and energy saving nationally.Society is a big family, campus likes a small family and it is also an important part of society. Although the campus population accounts for a small proportion of the total population, the campus energy consumption occupies a substantial proportion. Therefore, it has the strategic significance to implement the policy of energy conservation and emissions reduction in building conservation-minded campus. Simultaneously, the scale of enrollment in Chinese universities is expanded gradually; it is followed by the expansion of the scale of campus and campus buildings. Facing to such a large scale campus, effective monitoring and management system provide a necessary support for energy management measures.The current problems of energy saving in universities were studied in this paper. The framework of internet of things and cloud calculation monitoring were proposed by this paper firstly. Bottom energy consumption monitoring equipment is connected by the internet of things, which like a net that aims to facilitate school to collect every energy consumption data. The data is collected by energy consumption equipment and processed by cloud calculation. Because of the amount of data has become bigger and bigger, it is necessary to use cloud calculation to deal with data storage and processing. Secondly, according to the ’college campus building energy efficiency supervision system construction technical guidelines’, this paper has carried on the classification of campus energy consumption, on the basis, this paper designs the database detailed (including concept design, logic design and the design of the database table). The database system is designed with Microsoft SQL Server2012relational database which combines the ideas of the’cloud’.Finally, according to the demand analysis of campus energy consumption monitoring system, this paper designs the whole software system with the C#language which is based on C/S framework, and the platform is Visual Studio2012. It also completes the design of overall functionality system (including user management, equipment management, data processing, energy consumption, energy consumption report and system security), and the test of each function module of the software system.Overall, the development of energy consumption monitoring system will provide a very important support to related departments, which aims to make reasonable energy saving measures for universities. At the same time, the development of this system will be the basis of energy management work in universities and improving energy conservation and emissions reduction.
