With the rapid development of computer information technology, the traditional way of project-reporting is quietly changing. The function of tourism MIS which is used nowadays does not meet the latest needs of customers. Its business logic process is incomplete and it lacks of project supervision also. The way of rights management which is used in the system works inefficiently and the security issues of the system also need to be further perfected. So, it needs to design a new tourism information management system.In this background, this paper have studied the access control of technology and improved it; this paper have researched the latest business process of tourism MIS and perfected the system logic; this paper adjusted the structure of the code, so it reduces the coupling of the system code and increases the efficiency of the system development. What’s more, it can convenient for later migration or adding business logic also.This paper firstly introduces the research background and the related technology research status at home and abroad. Then it introduces related technique and related concepts in detail. On the basis of fully study the demand analysis, it overall designs the system. In the improved access control design, it uses the improved RBAC user login control method which removes the multistage inherited and adds the concept of domain. This method optimizes the rights management mechanism and realizes the user management by areas. In system business logic design, it perfects the project application and optimizes the approval process. So the business process can be more simple and efficient. The system also adds the project supervision module. This module can make projects more manageable and improve the tourism project management process. On application security, this paper adopts the parameter binding type of SQL and validation field in the front page mode, this mode can stop the SQL injection threat. In the end, this paper introduces the whole design scheme of this system. It mainly introduces the system framework structures, improved access control module, the module of project application and project supervision module.
