This paper introduces the general situation of the domestic and overseas development, and the fact of the developing of the business management system of the center of Yunnan province e-government net management development. This paper put forward four typical issues: 1.a architecture of the e-government application system based on Web;2.access control of the e-government application system based on Web;3.the design of the report forms based on Web;4.the test of the e-government application system based on Web.This paper put forward implement e-government application system using a architecture of the J2EE Web application, based on the analysis of the specialty of the e-government application and the technology of the Struts and Hibernate. In this Architecture, the Struts is used for separating of the View, Business and Controller;the Hibernate is used for offering the flexible support of date persistence layer. This Architecture is a flexible, maintainable, expansible solution of the e-government application system based on Web.This paper introduces the Role-Based Access Control into the developing of this system, on the basis of the analysis of familiar access control and the factor of the purview of the center of Yunnan province e-government net management. The paper put forwards a structure make up of the management of the operator, access control of the role, control of the date state. The paper implements the flexible convenient access control of the system.This paper analyses the status and the difficulty of the design of the report forms on Web. The paper introduces Jasperreport, a third party control, into the developing of this system, to provide a strong support of the report forms on Web, and use iReport, a visible design tool, to simplify the design of the report forms. At the same time, this paper implements the customization of the dynamic report forms on Web using a method of the tree dynamic report forms based on Java. The design's demand of the e-government system is satisfied, and a well effect is acquired through the techniques above.This paper discusses the system test of the e-government application on the Web, finally. The paper test the least units (methods) using the method of the unit test, to obviate the potential error in the system. The paper carries through the load test using the JMeter, toensure the stability of the system.All the works is accomplished on the background of the business management system of center of Yunnan province e-government net management. The four typical issue of the e-government application system is incarnated in this system's design. This system is accomplished, and is acquired a well effect, through the study about the four issues.
