At present, along with the construction of government information systems, the information inconsistency among departments becomes the main barrier to achieve business collaboration and information sharing among them. In order to simplify the approval process, short approval time and share information among departments, it is necessary to construct a real barrier-free online administrative examination and approval system.The design and implementation of an SOA based e-government administrative examination and approval system is researched in this paper. Firstly, the relative technologies of Service-Oriented Architecture, development method of SOA based system and its application at home and abroad are analyzed. Secondly, on the basis of analyzing the aim, functional requirements, use cases and access control requirements of the administrative examination and approval system, the design of system architecture, running mode, function structure and conceptual and logical data model are described in detail. Then the classes and their relations, the web services used in implementation of the system are designed. Finally, the implementation of some modules such as user register, on-line application, application items announcement and approval result query in the online service subsystem, and the most parts of modules in approval process subsystem are described in details.The component technology based on SOA standard and MVC design pattern are used in the development of the system. The plateform used is J2EE and JDK1.6, the web server is Tomcat6.0, the DBMS is ORACLE10G. The UCAP SOFPro application support system> UCAP FormPro form designer UCAP WorkFlowPro workflow management system and report designer are used to support the system development.
