Although Shenyang radio is an institution, actually, it was already embarked on a self-financing enterprise road, but at the transition that Shenyang radio transforms from an institution to a business unit, the personnel system, labor system, wage system are deeply imprinted a public institution name, many shortcomings are exist in the pay system, many complaints come from the staff who are slack. The purpose of this paper is to design a good salary management program for Shenyang radio. This research will contribute to enhancing the vitality and a long-term development of Shenyang radio.Begin with the topic of Shenyang radio’s conversion; the paper introduces the purpose and significance of salary management research. Based on modern enterprise management theory, combined with the development strategy of Shenyang radio, then, it makes a comprehensive analysis of the status salary management in Shenyang radio, proposes a feasible program, designs a new set of wage management model, and designs the basic framework for the allocation of bonuses and employee benefit plan, insurance program, in order to give full play to the incentive function, to enhance staff’s enthusiasm and creativity to improve the overall efficiency of human resources. There are seven parts in the paper, the first chapter describes the research background and significance of this article, research ideas, research methods, research content; the second chapter describes the basic concept, functions and factors that affect the pay level of salary management, the third chapter Ⅰ briefly describes the course of development of Shenyang radio, organizational structure and human resources constitute etc.; the fourth chapter describes the radio’s management status and make an objective analysis; the fifth chapter is the salary management program design; the sixth chapter includes the execution and problems in the execution process. The seventh chapter presents conclusions and recommendations.
