The wave of digital terrestrial television broadcast has swept the world. China is also actively promoting the format conversion of terrestrial television broadcast from analog to digital. Radio frequency is the indispensable key medium in the transmission of terrestrial television broadcast. How to make a rational frequency plan for digital terrestrial television broadcast is an important issue.First of all, this paper introduced the characteristics of digital terrestrial television broadcast and four international transmission standards that currently approved by ITU, including ATSC, DVB-T, ISDN-T and DTMB. Then, this paper introduced the key technologies in the frequency planning of digital terrestrial television broadcast, including wave propagation model, planning parameters and related regulations. In the third chapter, this paper introduced the frequency planning details of three typical countries which have now completed the digital terrestrial television broadcast transition. On the basis of foreign experiences, this paper innovatively proposed the concept of "core band", named as China’s terrestrial television broadcast spectrum. In the end, this paper proposed a method for the assignment of TV channels of digital terrestrial television. Based on Simulated Annealing, the improved algorithm added the idea of Particle Swarm Optimization to make up the deficiencies in the global search capability. In this way, we can quickly find the global optimal solution. At last, this paper gave an example to verify this improved algorithm. By contrast, it is clearly that the improved algorithm is better than the traditional one.At last, the author summarized the work and proposed suggestions for the frequency planning of China’s digital terrestrial television broadcast.
