With the continuous development of the communications industry, customers began to enjoy a variety of communications services. But at the same time, a growing number of fraud phone calls appear in the user’s daily life. And the number of case about fraud phone calls is growing frequently in some areas during the festivals and holidays.The frequently occurence of telecommunications fraud phone calls not only disrupt the current production order of telecom operators, but also bring users tremendous property damage, then affect social stability and harmony at the same time.Due to the high incidence of fraud is currently focused on PSTN network users, mostly from foreign caller, and through VOIP software or change the number of ways, the proportion of elderly people accounted for80%of the target population. Despite the variety of telephone fraud currently exist interception scheme, but all belong to the passive style of hindsight interception, while relying on smart mobile terminals and can not intercept key press behavor categories of telephone fraud.For these reasons, this paper presents a platform based on CIN-SCF telecommunications fraud telephone interception system. System identification mechanism based on telephone fraud DTMF key operation, based on a set of black and white list, if caller press any key during the call, then the behavor will be converted to an event reported to intercept processing. Meanwhile the system provides operations management modules based on WEB, providing interception record query statistics, history analysis, and system management functions.. A comprehensive introduction to the design and implementation of telecommunications fraud phone calls interception system is presented in this paper.The main contents include:background and status of telecommunications fraud phones, SSP Service Switching Point, DTMF dual-tone multi-frequency and CIN-SCF service platform introduced; general design of the whole system and detailed design and implementation of service logic program;the test procedure of the service, the application and deployment of the system. Finally,the author gives a prospect for the development of the service.
